Prof. Dr. Boyka Cherneva was born in Sofia on November 15, 1973. She graduated in Law from the Faculty of Law at Sofia University “St. Kliment Ohridski.” In 2009, she defended her doctoral dissertation on the topic “Legal Obligation.”

She specialized in the field of human rights in the Netherlands and Spain. She is a lecturer on human rights issues at the European Police College. She delivers lecture courses in Theory of Law, Human Rights, and Protection against Discrimination at the University of National and World Economy (UNWE), “St. St. Cyril and Methodius” University of Veliko Tarnovo, and Paisii Hilendarski University of Plovdiv.

In 2025, she was appointed as a member of the Commission for Protection against Discrimination. She has numerous publications in the field of legal theory and the protection of human rights. She is the author of the monographs “Jurisprudence and Legisprudence: The Institutional Context of Law” and “The Absolute Prohibition of Discrimination: Equality in Diversity and Hate Crimes.”

Since October 2025, she has been designated as Bulgaria’s representative on hate crime issues to the Office for Democratic Institutions and Human Rights of the OSCE.
